Aligned Community Physicians (ACP) is dedicated to pursuing and achieving medical excellence through perfecting the various elements of health care service, quality, and management. ACP was created to satisfying a patient need of “Providing Quality Care You Can believe in” ACP is a community of extremely diverse, skilled, and talented providers and professionals that are committed to balancing provider support and concerns with the needs of the patients we serve. ACP is founded on:

Leadership Team
Chief Executive Officer
Dr. Luther Mangoba
Dr. Mangoba, is an ABFM Board Certified physician. He is also affiliated with Parkview Community Hospital and serves as their Chief Medical Director. He earned his Bachelors Degree in Biology at the University of California, Riverside in 1996. He graduated from the Loma Linda University School of Medicine in 2000. His residency training was completed in 2003 at Riverside County Regional Medical Center.
Chief Operational Officer
Phill Alhir, MS
Phill Alhir is an experienced leader with 25 years of healthcare executive leadership. In this position, Phill oversees the operations of ACP and its system of physician-owned clinics. Throughout his career, he has served in various leadership roles in operations, business development, human resources, and training and development across health systems. He is a strategic leader with a track record of improving organizational efficiencies and identifying growth opportunities.
Phill holds a BA in Supply Chain Management from Michigan State University and a Master’s Degree in Human Resources Development from Villanova University.
Chief Medical Officer
Dr. Melanchton A. Mangoba
Melanchton A. Mangoba, MD, is a board-certified internal medicine physician who has been practicing in the Riverside, California, community for over ten years. He provides comprehensive medical care, both in his office and in nursing homes, and cares for patients in hospitals and intensive care units necessary. He completed his undergraduate education at California State University, San Bernardino. He then matriculated to Loma Linda University in California, where he earned his Doctor of Medicine. He did his internship and residency training at Loma Linda University Medical Center Internal Medicine program. Dr. Mangoba is proud to be locally educated and trained.
